The Beginning

In 1987, Mexico City was "bombed" by the media about youth violence and the "gangs." "Drug addicts, murderers, thieves, rapists, alcoholics, vagrants and gang members" were some of the adjectives that both the government and the media, attributed to the youth of the popular areas.

"

"Circo Volador: Youth and Popular Culture in Mexico City"

After seven years of work undertaken with the Flying Circus Project, of having contacts with the youth, with the bands, with authorities, to gather information about what young people want, to open a channel of communication with them through the radio, of gathering and analyzing their problems and concerns, we decided we needed a space, a home for the project, a place where dreams and crystallize utopia formed through the years.

Hence, we begin to find a place where "land" the proposal, which got by a Convention of "gratuitous bailment" with the Government of the City, a PATR (Revocable Temporary Administrative Permit), with which we received in the form free loan of a large, old abandoned movie theater for over 10 years in exchange for their rehabilitation and maintenance with the collective work of youth to dedicate their attention.

Should mention that this building, along with many others in the city, were part of a policy of community care in the late 1960's, however, over the years, the city government was ignoring these activities recreation and culture for the poor and many of its facilities began to be abandoned and closed to the public.

Achieving such an agreement was possible due to the visibility we had achieved with previous projects.

Thus, in July 1998 carried out the inauguration of the Center for Art and Culture "Flying Circus" and signing of the first inter-agency cooperation agreements with international and national organizations such as Novib (Netherlands), Avina (Switzerland), ASHOKA ( EE. UU.) SDS (Mexico).

So too was born the project "Flying Circus: Youth and Popular Culture in Mexico City," which has been developed to date.

Project

Through its 20 years of existence, the organization has developed several projects, some more successful than others but all with the common goal of supporting young people in Mexico City, both in developing their skills, learning or consolidation of their forms of expression, to promote its culture and above all give them a place to express their ideas, concerns and assessment of their identity.

These studies made have been recognized by various organizations worldwide and more importantly young people themselves, who have found at Circo Volador, a meeting place, a Concert Hall, Film, Theatre, Dance, a Access to Artistic and Production Workshop, a school, a community meeting center, a shelter and a friend to his community which welcomes and supports all forms of expression.

CURRENT PROJECTS

Currently, Circus Flying is working on several projects, both research and cultural promotion, without neglecting the soul of the same: Youth and Popular Culture in Mexico City, which takes place within our home space.

Similarly, to date, we are working on:

? Project with WK Kellogg Foundation

? Project "A memory for alternative youth culture", in conjunction with the National Centre of Competence in Research North-South (NCCR-NS) in Switzerland.

This is done in the Recording Studio Flying Circus, with the recording and production of 25 groups of young artists.

? Working Agreement with the Institute of Federal District Youth

? Project "Space 2007" Televisa, presenting our own work, "Alterespacio."

? UNESJUV Project with Unit Youth Studies Institute of Social Research at the UNAM. Research work and integration with other similar projects in Central and South America.

? Radio program "Zero Tolerance" with the Mexican Radio Institute (IMER) at Reactor 105.7 FM

? Two projects submitted to the Council of Communication Enterprises (CCE), in the process of authorization.

? Youth Musical Expression Competition, with three Compact Disc recordings of the first three places.

We are also preparing other projects to work together, if approved, with SEDESOL and Fonca - CONACULTA.

PROJECTS

? "DIAGNOSIS OF BANDS IN THE CITY OF MEXICO. (1987-1988)

? RADIO PROGRAM "FOR BANDS" (1988)

In September 1988 night radio broadcasts began the program in the 105.7 FM by which and for the next three years, came into contact with the thousand 500 gangs identified in the original diagnosis of the Research Project, whose initial goal was "to give voice and presence in the media who had no way to publicly defend the attacks that denigrated "and enter into dialogue with other stakeholders important for this group (police, parents, teachers, community leaders, local authorities, alternative projects, artists , musicians, etc.).

? "YOUTH POPULAR CULTURE IN THE CITY OF MEXICO: MEDIA AND ITS EFFECTS" (1989-1992)

Following the results of the first diagnosis, the Social Development Secretariat of the FDA asked us to make a new research. With support from the Instituto de Investigaciones Sociales de la UNAM deepened the analysis of youth values are shaped in different social groups (through the study of his musical creations, literary, artistic, etc..) As well as inquiry their most pressing needs and demands which were identified through various methods and mechanisms: probes, radio programs, concerts, music contests, magazines, exhibitions and seminars that have, in parallel, the formation of various files on the Youth Culture.

One of the core parts of this research was the direct approach with the various youth groups from both the D. F, and the metropolitan area, so we create and register the name "Flying Circus" as a sort of "trademark" that appeared as the promoter and producer of artistic endeavors born in youth culture, which helped to consolidate a first step towards legitimacy and visibility of the whole project.

? FIRST CONTEST FOR YOUNG ROCK IN THE ASPHALT JUNGLE "(1989)

Done in August of that year, had the inscription of 164 groups of different genres (including Punks and Anarchists), which groups came from other states of the republic, and allowed to start locating a Flying Circus nascent institution in which he could have confidence in the transparency in the management of the competition, the call open and inclusive, prizes in kind for them to professionalize their work, and the following proposals to integrate most of the participants in new areas project development.

? RADIO PROGRAM "THE TUNNEL: AN UNDERPASS TO MORE HERE" (1991)

In October of that year began the transmission remained until September 1995, at 1590 AM, where, in addition to giving "voice", began to disseminate the vast archives of youth culture that had been formed since the beginning of the project, in order to professionalize the work of young people to make themselves known various cultural works. He was also a precedent in the Commercial Radio because a private station opened its doors for a project of this kind, culminating in the recording of 100 an hour thematic programs relating to youth issues, including the independent creations of the participants.

? "YOUTH CULTURE IN MEXICO" (1993-1995)

Constituted as a civil organization with a recognized name and appropriated by young people themselves, in agreement with the General Directorate of Folk Culture of the National Council for Culture and the Arts realize the project by establishing the following objectives:

? Support and promote the different cultural expressions of Mexican youth.

? professionalize the work of youths who had joined the project and establish the groundwork for establishing direct contact with other youth groups.

? Strengthen the emerging network of youth organizations identified by strengthening its presence and open spaces in the media that were within our reach (mainly radio, newspapers and magazines).


? "POPULAR CULTURE AND MARGINAL YOUTH IN MEXICO CITY" (1994)

With the support of UNESCO in 1994 prepare a special report unpublished, which had as its objective the preparation of the book "The Walls scream: youth, culture and future" to give testimony of the files on murals, graffiti, graffiti, and graffiti text placazos Latin America, accompanied by texts and commentaries prepared by young artists and observers of this "young art", which was not published due to lack of resources.

? "THE NEW MEXICAN MUSIC" (1994-1995)

In May 1994 we signed a new agreement with the Social Development Secretariat of the DDF for this project, which had as its goal, recording 10 Radio Programs Theme one hour (approximately) in each DAT digital audio system with preferably non-commercial youth groups of all musical styles and from many different states of Mexico, with the following topics:

WOMEN (gender issues and freedom of choice).

THE NIGHT (the use of the street and night for young people).

FREEDOM (different ways of holding).

ES SOLO ROCK & ROLL ("classic" alternative groups).

Communication (use good, bad or impossible for the media).

MADNESS (subjects that feel crazy and why).

THE UNKNOWN SOLDIER (war, violence).

A HAPPY ENDING (youth suicide).

The music starts (Youth instrumental music).

ABSORBED POWER (young migrants to the United Together).

The covers of the productions of these programs were made to our files murals and graffiti that referred to the issues.

? FLYING CIRCUS: YOUTH AND POPULAR CULTURE IN MEXICO CITY (1995-1997, 1998-2000)

With work and the experience gained during the first 9 years, we request to the Ministry of Social Development DDF physical space in order to establish a center of culture and art especially designed for youth that would, to put it in some way, "land "The concept Circo Volador.

After evaluating our request, received by PATR (Revocable Temporary Administrative Permit), an old cinema called Francisco Villa, owned by the Central Government of the City, just over 2 thousand square meters, was almost ten years of neglect, which began a slow but steady rehabilitation work with the collective participation of several hundred young people we met throughout our history, and have received some donations in kind by businesses, foundations and even some government departments.

This project is divided into two phases: first, that was the Area Rehabilitation (1995-1997) and getting our first License to Operate as a cultural center, granted by local authorities in the Venustiano Carranza Delegation, which we starting the activities allowed in very rudimentary form in September 1997.

During the second phase (1998-2001) held the formal opening of the Forum on 15 Circo Volador July 1998, and with financial support from the Social Co-investment Program NOVIB-GDF, as well as being able to have some other national and international agreements with various departments and agencies.

This period ended with the closure of space by Venustiano Carranza, the lack of 240 parking spaces, same as there was no need for the type of public and project beneficiaries who attended, in addition, that neither had these boxes when the place was managed by the Delegation itself.

? SOCIAL DEVELOPMENT MODEL Alvaro Obregon (1997-2000)

In that period, during management's first democratic government in Mexico City, through operation of the Social Development Sub, we applied the Social Development Model developed and implemented by the project's founder, the results of its implementation were reflected in the increase of services rendered to the community in the areas of Health, Culture, Sports and Social Development, adding to it a major increase in financial revenue for payment of infrastructure use the borough, helping the latter to the improvement in facilities and services.

Among the additional accomplishment is the fact that "prove" that the model can be applied in different areas and social problems.

? FLYING CIRCUS: YOUTH AND POPULAR CULTURE IN THE CITY OF MEXICO (2000 - .)

After closing nearly a year, the space reopened in March 2002, resuming the project, agreeing a new joint venture agreement with the Social Development Secretariat of the GDF, which objectives were met, allowing us to conduct continuity during the years 2003, 2004, 2005 and 2006.

The activities undertaken in this project and presented in the space provided on this website, we provide successful results, allowing us to perform alternative projects with national and foreign, same as detailed below.

? RADIO PROGRAM "YOUTH IN MONITOR"

For two years we held the third radio project "Youth Monitor," on the 88.1 FM and in the Newsletter more important to broadcast nationally ("Monitor") in a strong private sector.

In this program the objective was to present current youth issues before an audience of adults and other economic levels, the results helped make this program be transformed into a very important endorsement for the recognition of the Flying Circus Project and for the dissemination of activities that are performed on a daily basis.

? "THE GRAFFITI, Finisecular ARTISTIC EXPRESSION OF POPULAR CULTURE" (2002-2003)

With support from the National Fund for Culture and the Arts (FONCA), was the project, whose main objectives were:

? Research on the origin and development of Graffiti in Mexico and the world.

? Research and development of each of the current technical and graffiti.

? Presentation of materials and equipment used in each technique,

? Creating a website in Spanish, English and French, with the result of the research.

? Placement in the network in April 2003 of the page www.graffitiarte.org

From its location on the network, this work has received awards from the graffiti community and especially the French magazine Amelatine, naming, site of the month in 2003, also has generated a number of conferences, consulting and interviews on the subject , provided by the staff of Flying Circus.

? "FIRST CONTEST OF YOUNG ARTISTS" (2003)

Knowing the many young artists with talent, creativity and a huge desire to express themselves through the arts, in August this year we launched the competition theme, for youth 15-29 years, professional and original creations;

This event was held in collaboration with the Swiss National Centre of Competence for Reseach North-South (NCCR NS); Joint Areas of Case Studies (JACS), Central America and the Caribbean Region (CAC), Research Partnership Actions for Mitigating Syndromes of Global Change (PAMS).

The competition categories were following:

Subject discipline

? Story: Sex, pleasure or repression

? Dance: The body as a place of identity

? Paint: The body as a place of identity

? Short: Violence

? Graffiti: The street, a place where anything can happen

? Photo: Young People in City

? Music Composition: Youth Issues

The awards designated for each category were $ 5.000, $ 3.000 and $ 2.000 for the first three places in each branch, plus the exposure of all the papers.

The numerical target was identified in 350 to 400 workers, however, this amount was exceeded largely because it received 1.149 works, which exceeded all expectations set by showing that there is a lot of young people with artistic interests, lack of space for expression, the large amount of young talent that exists in Mexico City and the confidence and credibility gained by the Circo Volador between young artists.

Based on this project, we decided to perform the next project, it would complement our work by popular youth culture alternative.

? FIRST FESTIVAL OF YOUTH POPULAR CULTURE SUBMETROPOLITANA "YOUNG WORSHIP" (2004)

Also in joint venture with the National Centre of Competence in Research, we conducted this festival from 25 to 29 February 2004, with the aim of:

"To encourage participation, creativity and personal development of young people in the metropolitan area of Mexico City, giving them the opportunity to express themselves through art and reflection, thought, feeling and / or criticism of their environment by establishing links recognition and respect between them and the rest of civil society, taking benchmark and alternative cultural forum meeting at Circo Volador. "

The Festival consisted of two parts:

? The first: With the display, exhibition and awards of papers received through the "Young Artists Competition" where we find as the best result, providing the opportunity to present to the audience, the artwork of young people also attendees were able to know directly, what these artists wanted to express through art.

? The second: in the five-day program was supplemented with various cultural activities and reflective as Talks - Conferences, Exhibitions Gourmet, Performance, Projection of Films and Documentaries on Youth, Music concerts, workshops and Recreational Information, Graffiti, Stands NGO's, etc.

All this within a framework of themes such as sexuality, identity, violence and the street as a space of expression, among others.

The festival was attended and supported by figures such as Carlos Monsivais, Paco Ignacio Taibo II, Pablo Espinosa, Fernanda Tapia, Ana Cerón, Adriana Soto, Luciana Ramos, Rene Ornelas Jimenez, Alfredo Nateras, Salvador Mendiola, Roberto Sosa, Paul Gaytan and Beatriz Vazquez, among others.

Attendance at the festival was estimated at about 3,000 visitors, 1,149 entries and 300 participants from NGOs, guest artists, lecturers and speakers alternate.

? ALTER-SPACE, IN THE EVENT "SPACE" to televise. (2004-2007)

At the "Space" organized by Televisa and supported by leading companies in its field, Circo Volador involved with a project that integrated young people not seen by the generality of Mexican television, featuring exhibitions and workshops, and onsite popular youth culture, presenting to the public to "the other young men," those who count on talent, initiative and desire to manifest and be taken into account, they have the same possibilities and opportunities to access vocational education, employment, culture and entertainment spaces that young people attend these events, usually upper middle class and affluent high belonging to private universities considered expensive.

Parallel to the project, in the same years we have collaborated with the company Comex, SA organizing artistic activities on its stand at each event.

? RADIO PROGRAM "ZERO TOLERANCE" (2005 - )

Objective:

Cover the gap of programs specifically focused on alternative and popular youth culture, their problems, likes and dislikes, addressing issues in a participatory manner, covering the views of all stakeholders.

In addition to providing young artists a space for dissemination of their works and the public, information about them and the events and activities related to popular culture, especially those that are not broadcast on any radio station.

On October 12, 2005, we initiated this program broadcasts two hours, airing Wednesdays from 11-1 in the morning by Reactor 105.7 FM

The program has addressed issues ranging from youth problem as addictions, violence, unemployment, discrimination, human rights, reproductive rights, etc., tastes and preferences: fashion, tattoos, music genres, pornography, new technologies, etc..

The music that accompany the programs is mostly classified as non-commercial or alternative, the selection procedure we perform the following basis:

? That song lyrics are aligned with the topic at hand in the release.

? Preferably national groups that are generally not scheduled or on our station or anywhere else.

? Genres completely removed from the so-called pop music or commercial, usually irrelevant and unimaginative.

? Of the groups that give us your recordings through the program or Circo Volador.

Broadcast programs to date have presented music from more than 20 different genres, which are excluded from the regular programming of the station.

It is worth mentioning that 100% of music broadcast is taken from the Flying Circus phonograph records, purchased with our own resources and materials without Reactor.

? jointly funded project WK KELLOGG FOUNDATION TO: YOUTH AND POPULAR CULTURE IN THE CITY OF MEXICO (2005-2007)

Objective: "revalue the social practices youth as a means of expression and social integration, to curb or eradicate social exclusion through the promotion and strengthening of their common culture. "

Through various activities, from April 2005 to March 2007 met the following goals:

Youth Leadership and Social Responsibility:

? Multidisciplinary Design of a social service program for 18 young professionals.

? A training program for 20 Young Leaders Project and monitoring.

? Community activities through book club, Internet service, support tasks, parades and reading promotion.

? Liaise with the REJUCA, and participation in the 2 regional meetings and camps organized by the network.

? Development of a systematization document to facilitate the exchange of information among network organizations.

? Research and document the experience for their replication. (Methodology, Manual of Operations, Training and capacity of the Centre for Youth)

Youth Development:

? Conduct 25 training workshops, artistic and productive.

? Development of a journal of information, analysis and interest in youth, with topics such as: youth social space, language, identity, culture, among others.

? Programming and projection of 10 marathons art films, on topics such as: borders, youth, war, violence, corruption, interpersonal relationships, gender, etc..

? 2nd Contest for Young Artists, 5 disciplines such as photography, makeup, body painting, film and story, with the publication of a catalog of the 25 most outstanding works.

? Organize the 2nd Festival of Youth Popular Culture Submetropolitano "Youth Worship."

Access to information technology:

? Loan of computers and internet access for the general population attending the area of Flying Circus.

? Training Workshop on Computer Processes (management utilities, Internet use, design and creation of Web pages.

? Update of the 2 existing web sites: the Flying Circus Project and Graffiti.

? Installation of a recording studio (in joint venture with other donors) who recorded 25 youth arts groups, all genres for free during the first year.

? Strengthening the area of design and digitization of materials collected.

? 52 radio programs on FM (File record)

Self-sustainability of the project

? A professional video broadcast of Flying Circus work with subtitles in English and French and editing in interactive DVD format.

? Equipment: Sound System for the Flying Circus Forum 2.

The project ended last March 31, 2007, in May presented the final report, including financial and substantive results. The fulfillment of the goals was achieved in 90%, which was not achieved mainly due to lack of financial resources, mainly affecting the publication of the magazine, the catalog of works, transport to external events and a category in the Young Artists Competition.

? DEVELOPMENT MARKETPLACE 2005 "YOUTH FOR A MEXICO WITHOUT POVERTY WITH THE WORLD BANK

In the same year, won the prize contest "Innovative Projects" organized by the World Bank projects: "Circo Volador: Youth and Popular Culture in Mexico City" and "Graffitiarte"

With the funds received as a prize funded the project in 2005, the activities listed above are in the permanent project that gives life to Arts and Culture Centre and Flying Circus has been presented since the opening of space in 1998 and from 2002 to date.

With respect to Graffitiarte was performed the total renovation of the site, redesigning the structure, adding new information and complementing as filed with the project supported by the FONCA. To date, the site about Graffiti is on the network and is a site visited by the graffiti community and academics.

? YOUTH FAIR 2006 IN TOWER

Following our participation in an external event, we were invited to participate in this fair, where he presented an exhibition of monumental photographs issued by the Young Artist competitions.

Also organized and hosted the event "Take-art", with the design and manufacture of tomatoes (tomatoes) fiberglass giants, representative of the State of the Republic, which were decorated painted by local artists and displayed in public places in the city.

? RECORDING STUDIO FLYING CIRCUS. PROJECT: A REPORT FOR ALTERNATIVE YOUTH CULTURE.

With the support of the Swiss NCCR-NS and Ms. Marcela Villarreal Panetta, in September 2006 we opened our studio, originally planned as a semi-professional studio, with the efforts of the three parts, we build a professional study in the same space where are located the offices of the organization in general.

The objective of this project is to support talented young artists, original music makers and the poor. In particular, those artists by musical genre that follow, are not subject to access to the record companies and commercial music unlikely to be programmed into the radio or in areas where people are refused entry to the alternative musicians.

Also, the project is planned to be self-sustaining, seeking to serve the artists who can cover the costs of recording and production and the proceeds, to fund the creators of the popular sectors.

To initiate the project, organized a Flying Circus Band Contest, which received over 120 proposals, of which, 114 covered the requirements to compete.

The contest rules were:

? Artists or amateur soloists

? Members under 30

? Submit original Spanish music

? Have not previously recorded

? Approve socioeconomic study (Show their lack of financial resources to record)

Of the 114 contestants, after spending two different juries, 25 artists were selected winners who have earned themselves the following:

Professional recording studio for a CD with your material.

Mixing and mastering of your recording.

Cover design and printing

Production of 500 copies of his CD.

The proceeds from the sale of the disc are in full to the artist.

Recording contract with Circo Volador.

It is worth mentioning that the whole project is absolutely free for the contestants, no enrollment fee or any other costs.

To date, there are winners and recording groups, whereas 65% have a completed project.

? CONVENTION COLLABORATION WITH THE INSTITUTE OF THE YOUTH OF THE FEDERAL DISTRICT (2007)

This year we launched a project which is aimed at generating greater net impact on the Federal District Government through the Youth Institute of the Federal District. We are beginning the employment relationship with a support program for all our workshops at Bar Assistance Program Youth at Risk.

The goal is to train in various artistic and production to 260 young people enrolled in the program of the Social Development Secretariat of the City and managed by the IJ's DF

The program began in March and ending in December 2007 with a view to continuing it next year.
